There are 3 situations that warrant pulling a goalie:
I will always encourage having a third goalie on the roster as an emergency role. I don't recommend having 3 goalies on the ice everyday for practice or even dressing 3 for a game. It waters down the amount of shots and practice a goalie gets and can really play a negative impact on their mental stability as it pertains to stopping the puck.
Be very careful with this. Talk to your goalies to understand the type of feedback they can handle first. Then build into it to support them and motivate them in a way that they will react positively.
